Voters need a certificate of qualification.
Having 2 brain cells to rub together would be good enough.
I know that’s asking too much but that’s just me.
The dufuses are ok with no proof of citizenship to vote so a certificate would be something enormous to ask for.

As far as reading too much into these special/off year elections I have just two words that sum up my view, Scott Brown.

Those stupid libs in Nashville voted for her anyway even after being insulted by about an 80 to 20 margin.
Nashville is the only part of the district she carried.
The rural counties went heavily for Van Epps.
He carried some with numbers in the high 80’s.
