I can buy all except Nixon and Specter.

Nixon's resignation was inevitable.

Specter was a Democrat before being a Republican. Like Nixon, inevitable, both were trying to save themselves. Nixon from impeachment, Specter from defeat. They both did what they believed would salvage what was left of their legacy or career and were totally self serving acts.

Clinton had that choice, too. He DIDN'T resign.
