Actually that isn't true, any prepared hot foods are NOT covered under that program.

If that were the case, they would be violating the law.
The vending machines (if turned on before all lunches have been finished) are illegal. Yet, they do exist in many systems. I've taught/student taught at 3 schools that did that.
