    Because they would feel they were in essence lied to. People do not like it when you lie to them. They also will decide that they DO NOT WANT other people to have access to their private messages. Furthermore, some people who might have wanted to start using Twitter will say, "Screw that. I can't trust those bums." It just isn't worth the bad will that Twitter would engender to break that trust.

    Why did Apple fight so hard to NOT help the FBI crack one of their phones - even in a notorious case of terrorism? Because they want their customers to believe that the implied contract of privacy they have with Apple is respected by Apple. It is a critical component of the relationship between business and customer.

    And that is why Twitter went on a very quick CYA to assure their customers they have no intention of doing this sort of thing - unless they are forced to. It's a deadly thing to have that hanging out there.
