The fly in the ointment is that you couldn't target people for drug deals if they weren't of such despicable moral character as to abuse drugs.

To accuse the CIA of dealing drugs and targeting a race of people would require an admission that a race of people is more susceptible to criminal behavior than other races.

There's an old saying which goes "you cannot cheat an honest man" and I find a lot of truth in that adage. If you dissect most scams and cheats, they require a certain amount of moral turpitude on the part of the victim to work. For example, the Three Card Monte scam requires the victim to be greedy and believe he's "cheating" the scammer. The Ponzi scam likewise requires the victim to be greedy and take part in a deal that's "too good to be true".

A person of the utmost moral character who cannot be tempted by immoral propositions is a difficult if not impossible person to cheat or victimize.

The scam, as outlined, would be impossible for the CIA to pull off against any honest people.

If what happened to my forefathers had any bearing on my destiny, I should be worse off than any offspring of slaves because both of my Grandfathers, maternal and paternal, were killed in WWII. I disagree. Bernie Madoff was in the news today, the bastard con man was sentenced to 150 years in prison. He swindled over $13 Billion which is a pretty good deal really, because 150 years with $13 Billion is an annual income of $80 Million per year, pretty good money by any standard.

His victims, and they are victims but still, they were caught in the trap by their own moral failings. The Bernie Madoff horror story is that people took out second mortgages on their homes and showered Bernie Madoff with money to make money on borrowed money.

There are a few stupid things to do with money. One is financing a depreciating asset, like a car. Two is living beyond your means with a lifestyle of smoking plastic. But the absolute stupidest thing to do is to borrow money hoping to get rich by throwing money at a guy who promises to make you rich if you just give him some cash.

Bernie Madoff's victims are not only victims of the scam. They're victims of their own greed. What Bernie Madoff did was criminal. But it was made possible by the moral failings of his victims.

When somebody promises you something too good to be true, it probably isn't true. Don't trust them. When your motives for doing something, anything at all, involve greed or pleasure or any personal aggrandizement, it's time to question your motives and to seriously question who is appealing to your dark side and why.

Wisdom is always asking "why". My mantra is "Intent Matters, And It Matters A Lot."

That mantra, that basic fallback of mine when decisions get tough, would prevent me from falling for the Bernie Madoff scam because I'd question the intent. maybe it was both. what about all those cops that got killed in Oakland a few months back? yeah they were apprehending a rapist, died/got injured while doing so, and HELLA people sympathized with the perp.

not that I'm for un-constitutional action, but it sounds like some of these areas need extra measures taken to protect the innocent residents.
