Does this apply to crimes against police? I know those penalties are normally higher...

I can probably think of a few more examples, but otherwise I would agree.

When minorities are specifically targeted should that crime be treated the same as a random crime? I'm not sure of the answer, but I know when I see a group of folks beating down an individual, theres something wrong with that picture....unless its street justice of course... :)
