I quickly looked over what he did... his pipe flow/turbine math checks out.
Whether or not the principles scale to that size is unknown (and I say unlikely). Not to mention the insane amount of engineering that would have to go into a structure that big.
All that stuff about causing rain and trapping carbon is suspect. Regardless, you gotta give the guy credit for creativity.

I am not particularly challenging his principles, although like you, I don't see where he gets his rainfall and carbon trapping assumptions. I challenge both the practicality of building such a structure and the economics of doing so even if it could be done. He also does not factor in the carbon footprint of building the chimney... it would be no small feat and would require horrendous amounts of energy and materials.
