I have a little puppy (well, she'll be a year old next month, but she's still a shrimp), and that dog can get out of collars like you would not believe. :))

I got her a nylon collar. She snapped that.

So I got her a leather collar I was sure she could not break. She managed to get a hold of the end of it and chew it off.

So I got her a halter collar that latches behind her front legs. I was SURE she could not get that off.

So she shinneyed her way out of it.

So, I put it on tighter. She chewed up the front strap, and was halfway out of it, with one leg already out of the collar before I took it off worried she might accidentally strangle herself.

I am worried if this crazy dog ever gets loose without her tags I might never find her again. How am I going to get this crazy dog to live with a collar?

Harry Houdini has reincarnated as this dog and lives quietly in some obscure location in Ohio, driving her owner crazy.

**disclaimer. I'm a Christian, I don't really believe in reincarnation.

Have you had her chipped? Both Twig and Winston came chipped for the Humane Society. Most dogs are scanned when picked up by the dog catcher as well as vets when brought in as strays.

Twig is the same way with both his and Winston's harnesses. He has finally outgrown the need to chew off the collars.
Try putting something bitter (Lemon juice, a slurry of red pepper etc.) on the collar to discourage her from biting or chewing on the collar.

When you put it on her do it for small amounts of time (5 minutes or less) at first give her lots of praise and LOTS of treats (we use Bil Jac liver treats) she only gets while leaving the collar along. You then increase the amount of time she has the collar on (and increasing the amount of time between treats) as she leaves it alone. When you can get her to leave the collar alone for say 5 minutes then you give her the mother load of treats...kind of like she has just hit the Jackpot on a slot machine.

Streudel came chipped from the pet shop. So, I don't have to worry about that. It's just her being found by some stranger.

"Oh look a free puppy."

I'll find something this dog can't get out of. She's got to wear her tags.

You can also ask your vet about tattooing. Not only does it provide her information and serves as a marker, she would be cool. :)

How old is she? Usually they grow out of the "getting out of collar" stage once they are used to wearing one. I for one wouldn't let her go outside without supervision until she is able to keep the collar on. 5 minute potty breaks while someone is watching her and then back inside.
