It doesn't matter.
Spector changed parties simply because he was going to get his clock cleaned by the Republican challenger in the next election. He decided to change to Democrat so he could keep his power.

Specter is so stupid, he went from being a 100% chance of losing in the GOP primary to winning reelection in a 25%+ landslide.
