Can anyone help me make heads/tails of this?

Hey, if they buy up all the "for-tay" ammo, the bad guys on the street won't have any!

Border Patrol Agents go through 1000 rounds per year to qualify, 250 per quarter. With about 18,000 agents, the math is simple... considering that DHS consists of more agencies than just the BP, and those that are law enforcement will also need to qualify...

I don't understand why it's such a small amount. It's nowhere near what they're going to need for every man, woman and child in this country.

Had you read the .pdf file contained in your link you would have found the answer to your questions regarding this order.
First off we have been increasing the number of Border Patrol agents, considerably, with an additional increase in 2008 to 18 thousand agents with more scheduled to be hired in 2009 and beyond.
The order is for ammunition needs for an estimated 20 thousand agents with an estimated use of 1250 rounds per year per agent.
If you had read the .pdf and looked into this just a bit it would have been made aware that this is an order placed under the "6.302-2 Unusual and compelling urgency clause" of Federal Contract letting.
It is a no bid award under that clause because in the regular process of putting out for bids the requirement for this ammo there were no vendors response to that process, from what I have read, thus this emergency procurement.
That is the heads and tails of this.

I have to admit, I have been stockpiling of late... just counted, and I'm over 10,000 rounds of shotgun, .223, and .40 cal.
