Is it illegal to download movies from torrents? If it is illegal is it one of the laws they try to inforce or is it pritty much ignored, i'm sorry to be asking but i dont want to do anything i could be fined for.

I think it depends on the state. In some states, it's illegal to upload it, but not download it. In others, it's out of bounds to do either.

It's the people uploading who "they're" after, not the ones downloading.

up or down it is making an unauthorized copy so yes it is illegal. I am not sure about all torrents but SOME p2p systems start to share as soon as you start to download.

This is correct. Also, there have been people prosecuted for downloading copywrited material.
