Instead of preventing the behaviors that transmit the disease, liberals want to make the behaviors safer and cheaper. Getting rid of the drug dealing and prostitution doesn't even enter into the equation.

I don't think liberals understand the concept of "enablers" so they're doomed to become them.
If you've got a heroin addict, and you throw money at him, that doesn't exactly solve the problem. It just enables him to buy more heroin and kill himself faster.
If you've got a prostitute, and you throw money at her, she'll just snort it up her nose and buy tighter dresses to lure more Johns.
Saying "Yes" is not always a kindness and saying "No" is not always a cruelty. Liberalism seems to be about saying "Yes" to every beggar and saying "No" to nobody.
Tossing cash into a bad situation usually makes it worse. We're tossing more cash at our government now than at any time in history, and is it better or worse? The right answer would be less cash and saying "No" but liberals, as usual, can never find the right answer.

I wanted to weep as I read the site article...my God...3% rates! That's huge! What really dropped my jaw was the statment that people in DC (as in the public) do not talk about it... I can't buy that it's a race thing as to why it's not discussed in homes, in schools ...what have you. It's just mind blowing.
Needle exchange....I don't believe that's gonna drop any rates significantly enough to bring down that percentage. Free condoms...ppfffttt....they won't get used or will rot in some guys wallet. Re-education in sleeping around verses not sleeping around should be paramount. There are many ways to skin a cat...as my Grandmother used to say..without using a blade. :whistle: It's as true then as it is today.
Abstinence only programs obviously are not working for this population...so...a educated approach of giving all the gross details is in order...and no..not with condoms being thrown at the class like candy!
This would be so much easier if a moral or ethical standard was applied. I don't care what your belief is in...just have one and stick to it for heavens sake!
This is so sad...so disheartening...it breaks my heart.

It's D.C. which is a liberal heaven. Since the 23rd Amendment to the Constitution giving D.C. three electoral votes in 1961, how many times has that disgusting place voted for a Republican? The answer is NEVER. Not even when "One State Walter" Mondale lost 49 States to Ronald Reagan did D.C. go for the Republican.
The 1984 election results for D.C were Mondale 180,408 and Reagan 29,009. D.C. is so totally out of touch with reality that Mondale got six votes to one in a nation where 49 out of 50 States rejected the worthless Carter administration flunkie.
If D.C. represents this nation, it sure doesn't reflect it. In the Presidential elections since 1964 when D.C. was added to the Electoral College, they've voted Democrat every time. They were wrong in 1968, they were wrong in 1972, they were wrong in 1980, they were wrong in 1984, they were wrong in 1988, they were wrong in 2000 and they were wrong in 2004. They've been wrong seven times out of ten. Batting .300 may be good in baseball but it ain't good if you're not playing a ballgame.
Washington D.C. doesn't reflect America and doesn't represent America. The average D.C. guy is a millionaire white lawyer. Is that what Americans are? Hardly. The city they run is often the murder capital of the world. The mayor of the city is on youtube smoking crack.
D.C. brought its curse upon itself. I don't see why I have any obligation to pay for the aftermath of their stupidity.

Pittsburgh had a population of 750,000 in 1950. Now it's 250,000. We still rank among the country's most livable cities.
It's because they moved to the suburbs. Pittsburgh metro area has almost three million people.

I always kind of figured that the reason so many people live in the D.C. area is because they think the mailman will get their welfare checks to them faster if they lived near the source.
Once they got on direct deposit it didn't matter so much so they had no reason to stick around.

Condoms, sex education and needle exchange are just part of dealing with it. Throwing people in prisons is also, of course, a solution for drug dealing and will naturally throw more tax dollars in the toilet.
Legalizing prostitution and thus making it adhere to standards that other businesses have would start to divorce it from the other illegal elements associated with it.
What really is going to change rates is education at a young age. Good luck teaching a crack addict about HIV without spending some cash. It's a lost cause if you aren't going to invest in it, and you might as well just hand out needles and rubber. In time, it'll do a small part to stave off increases, but an ounce of prevention and so forth.
But enlighten me: how do you solve this problem without spending money? "They just want to throw money at it!" is all I hear, but I'm not hearing these cheap alternatives.

Thats something I never see liberals address.
Its how money is spent that imo makes it effective, its not necessarily the amount.
