He can declare war without the approval of Congress, then he certainly should be able to come up with an emergency law that funds this crisis...with NO PORK!!!
It's a no-brainer, to me.....WAR vs Economy...seems like WAR is much more of a critical decision...so why not allow him to just fund the most serious areas and keep the crooked congress out of it.

I question the assumptions of this post.

Because the Constitution specifically gives each branch it's authority...and congress controls the purse strings.

Well, why was he forced to sign it? He said it had pork in it and he also said he didn't want pork...but yet, he signs.
I just wonder...how bad of a pkg could they have came up with? And he still would have signed.
There should be more of an ethics ruling here...CRISIS...hello...how dare they put in any kind of pork. If things are so bad (and we know they are because they tell us they are and, funny...they made it this bad)...I just wonder how a President can say he is upholding the laws of Constitution, but yet still allowing mass chaos and adding his signature TO that chaos.
It's robbery.

What happens if the Congress is out of control? So out of control that it kills the Country?

I don't think the president can declare war w/o congressional approval. I am no constitutional expert, but pretty sure Congress has to authorize war, at the request of the president.

It would be just your luck to have him write that spending bill while recovering from his Thursday hangover. Or maybe while shaving and chanting "I AM THE MESSIAH" into the mirror. How do you think that he would create anything more reasonable than what he is perfectly willing to sign coming from Congress?

Agreed..in fact that was demonstrated with FDR..and Kennedy..they can iniatiate a "police action"..but, a declaration of war has to be supported by the congress.

Article I, Section 8, Clause 11 of the United States Constitution, sometimes referred to as the War Powers Clause, vests in the Congress the exclusive power to declare war.
In 1973, Congress passed the War Powers Resolution, which requires the president to obtain either a declaration of war or a resolution authorizing the use of force from Congress within 60 days of initiating hostilities.
