Once a country has a Heavy Water reactor it does not need an Uranium Enrichment program to produce warheads it can use natural state uranium for fuel to produce refinable plutonium...though this type of nuclear implosion device is more difficult to build it bypasses the need for HEU.....The plutonium refining process is much simpler than the process used to enrich uranium....bottom line is...Why did Clinton make the distinction, it only confuses the issue...

Plutonium based devices can be made smaller than the HEU devices therefore are more desirable for mounting as missile warheads....
